Amey operates the Streets Ahead highways maintenance and management service across Sheffield, which is one of the UK’s largest local government highways partnerships. The Principal Communications and Engagement Manager is responsible for leading communications, engagement, education and customer service activity for Streets Ahead.
As a member of the Senior Leadership Team for Streets Ahead, the Principal Communications and Engagement Manager will be responsible for developing a strategic programme for communications and engagement – ensuring alignment / integration with other strategies, plans and programmes across Streets Ahead and Amey overall.
Size and scope: The Principal Communications and Engagement Manager will lead the new Communications and Engagement Section, with 2 direct reports and 18 staff in total. This will include staff from communications, education, engagement and customer service backgrounds.
The Principal Communications and Engagement Manager will be responsible for managing the Communications and Engagement Section for Streets Ahead. Key delivery areas for this role include:
Leading Internal and External Communications, Engagement, Customer Service and Relationship Management Activity
Lead communications and engagement activity – including the development of a communications and engagement strategy for Streets Ahead
Lead public relations, public engagement and reputation management activity – including social media and media relations activity
Lead school engagement and education activity
Lead events management activity
Lead customer service activity – including identifying ways to improve customer / stakeholder satisfaction
Lead the development of a strategic approach to internal communications – including to increase engagement and support business change
Working with the Quality and Improvement Team, undertake monitoring and evaluation of communications, engagement, customer service and education activity to assess impact and identify areas for improvement
Work with the Corporate Communications teams to ensure activities are aligned
Section Management/Member of the Senior Leadership Team
Act as direct line manager to 2 managers (Communications Manager and Operations Manager – Customer Service and
Engagement) and as head of the Communications and Engagement Section. Lead on staff development and people management for the Communications and Engagement Section.
Responsibility for the development, planning, management, delivery / implementation and monitoring of strategic programmes for communications and engagement (internal and external) – including identifying and implementing means of achieving improvement / more effective use of resources.
Accountable for driving forward a cultural change of being answerable to performance, financial, risk and quality management of the Communications and Engagement Section – including supply and contract management.
Act as a member of the Senior Leadership Team (SLT) for Streets Ahead – including working collaboratively with other members of the SLT to enable business goals to be achieved.
Produce / co-produce strategies, plans, reports, briefings, presentations and other documents for a range of internal and external stakeholders – including the Account Director and other senior stakeholders.
Represent the Communications and Engagement Section, and Streets Ahead more widely, at meetings with internal and external stakeholders – including senior stakeholders. This will include delivery of presentations and briefings.
Promote and develop a culture of evidence-based continuous improvement, service development and performance management – particularly through engagement and involvement of staff at all levels.

Degree-level qualification in a relevant field (e.g. communications, public relations) and / or equivalent experience
Senior-level knowledge of communications, engagement and public relations
Programme / project management skills and knowledge

Advanced written communication skills – including the ability to draft high quality communications material for publication and for use on social media channels
Advanced verbal communication skills – including the ability to present to a wide range of audiences and communicate directly to broad audiences via mass media
Stakeholder management skills and the ability to positively engage others
Ability to work effectively within political / sensitive environments
Team working skills – including the ability to work as a member of the Senior Leadership Team
Data analysis skills – including financial and performance analysis skills

Promoting a change culture, enable involvement with change and encourage innovation across the contract overall
Working Together: Developing effective relationships with key stakeholders, particularly to enable programme/project development and delivery of key programme/project milestones
Achieving and Improving: Effectively apply programme and performance management tools/techniques to achieve improvement. This will include working with the Quality and Improvement Section to identify and implement change that will lead to improved performance, quality, productivity and stakeholder satisfaction
Communicating Effectively: communicate effectively to a range of stakeholders – ensuring that information is communicated in a way that is useful, accessible and easily understood. The Principal Communications and Engagement Manager will need to be able to influence and engage a wide range of stakeholders, including engagement of stakeholders who are resistant/opposed to proposed changes
Leading and Managing Others: Leading, manage, develop and motivate staff working in the Communications and Engagement Section – including setting achievable objectives, identifying areas for development and providing constructive feedback. They will have the ability to plan and manage resources to meet objectives – including financial and supply management. The Principal Communications and Engagement Manager will know how to share information effectively and safely
